Shaving cream is a great kid bath activity
To tempt your toddler to take his bath, offer him a dollop of shaving cream to play with. Be careful not to let him get it in his eyes. It's not a "no-more-tears" type formula. When that gets old, give him a drop of food coloring on the shaving cream to swirl in.
