If you place on the ground and fill with soil they are can be planted with seed potatoes.  Then as the potato plants grow up and out, top with another tire and more soil.  You do this several times and the resulting "tower" can have nearly a bushel of potatoes in the fall!  Then simply take them down carefully and enjoy Your harvest.
